The National Emission Standards for Hazardous Air Pollutants (NESHAP) is a standard established by the EPA. In 1990, NESHAP was amended by the EPA to include protocols for the inspection, abatement and disposal of asbestos containing materials in all public and commercial buildings.
In a public building that contains more than four residences, or any commercial building, an asbestos building inspection is required by Federal regulations. This also includes buildings constructed after 1988 – the exemption outlined in the AHERA protocols only applies to K-12 school buildings.
Under the AHERA protocol set up by the EPA, every K-12 school in the United States must be inspected every three years for asbestos compliance.
